Opening Speeches take place in the General Assembly, in the COP for UNFCCC, and in the SC. 

After the opening ceremony, an ambassador for each delegation (chosen from one of the five General Assembly delegates) will make an opening speech to the General Assembly (opening speeches in the other committees are made by the delegates attending those committees). 

Opening speeches take about one minute to present. The purpose of the opening speech is to introduce the country and give a very brief account of the country’s perspective regarding the main theme for the conference 'progress in an uncertain world’  important issues to be discussed in relation to that theme.
